Field Description - Registration Fee Rate Sub-Total

The Registration Fee Rate Sub-Total is the dollar amount representing the registration fee after credits.  The Registration fee is calculated based on the Class Code or the vehicle or when applicable the registered vehicle weight of the vehicle.

Notes:

a.  Whenever a credit of any type has been applied to the registration rate the registration fee should always equal the Registration Rate minus the Registration Credit.  The Fee Rate Sub-Total should always be greater than or equal to zero.  If the calculated fee is less than zero, the Fee Rate Sub-Total changes to zero.

For transfers, the transfer amount is added to the calculated Fee Rate Sub-Total.

b.  Half Rate Registration Fees:  
If the length of time from the registration Validation Date to Expiration Date is less than four months for any Class Code except FM or less than six months for Class Code FM, half rates are automatically calculated for the Registration Rate.

1.  Half-rates are exactly one half the regular registration fee for each Class Code.  Class Codes that are allowed both One and Two year rates also qualify for One and One Half Year fees, which are exactly 1.5 times the annual rate.

2.  Half rates are not allowed for any transfer of registration fees not for any Class Codes with annual registration fees of $5 or less.  (Some tractors and Island Use)

3.  Whenever a half rate is charged, H/R prints immediately before the calculated half rate fee amount.

4.  Registrations are also half rated for excise tax.  H/R prints and the system calculates one half the amount for the excise tax, excise tax credit, subtotal and excise tax balances fields in the Town Box.

c.  Two-Year Rate Registration Fees:
Automatically charges the two year rate:

1.  If the expiration Date is between sixteen months to one day less than twenty-five months.

2.  If the expiration date is more than twelve months to one day less than sixteen months.  

d.  Prorated fees are allowed on fleet and IRP registrations.  P/R prints before the prorated registration fee amount.

e.  Do not confuse Fee Sub-Total with Fee Rate Sub-Total.  They are two separate fields and have different functions.
